RESPONSE TO THE PROCLAMATION OF GOV. JOHNSON—THE WINDIES IN THE FIELD.—In consequence of the publication of orders to that effect, it was generally understood by our citizens, yesterday, that the “ Windy Guards” would muster, properly equipped, on the Public Square, at noon, to exhibit tangible evidence of their adhesion to the constituted authorities and determination to put down the San Francisco Vigilance Committee, in response to the proclamation.— Every one was naturally on the qui vive to catch the first view of the approaching columns of the corps, so that long before the Guards had taken up the line of march, the sidewalks and balconies on J street, from one extremity to the other, were crowded with anxious expectants of all ages, sizes, colors and classes. It was evident a rare treat was anticipated, and none were disappointed except a few who seemed unable to appreciate the spirit and intent of the movement. As the time appointed for the muster drew near, and for some two hours subsequently, the popular pulse was quickened by the appearance of a horseman gaily equipped, or a footman grotesquely enveloped and armed, marching with firm step and determined air in the direction of the place of rendezvous. The Guards were ordered to assemble at 12 o’clock M., but as usual with military bodies, particularly on grave occasions when every thing must be done with extreme circumspection, the corps did not move until about half-past 2 o’clock. Meantime horsemen were prancing around the square, up and down the street, and to and fro, always freighted with some important communication connected with the grand demonstration. Finally every thing being found in perfect order—the cattle properly hitched to the artillery and siege train—the arms and accoutrements in fine condition for active service—the commissary department liberally supplied, &c. &c., Gen. Bluster, through Capt. Windigutz, (hereditary titles in the corps,) addressed the troops at some length in a strain of patriotism rarely equalled. A copy of his speech has been furnished us, as follows: Gentlemen, Soldiers, Fellow-Officers, Citizens:- Again our feeble, trembling country seeks our aid. Again loud calls upon our valor cause us to gird our armor on, and in all the pride and pomp of glorious war, upon the broad and fertile planks of Sacramento’s streets display our glittering arms. Is it rage, or fury, then, that thus our souls inspire, and leads us on to these actions dire? It is our General’s call—great Neely speaks—the mighty Howard calls—
